Agent’s Fee for Apt. Manager who did no work

Question:
I´m a tenant in an apt. in Jerusalem, and my lease is due on October (Tishrei), but we are moving on September (Elul), so we need to find another tenant to sublet the apartment for that single month. I posted ads in many places, sent emails and photos and also showed the apartment to possible renters. The thing is that the representative for the apartment is also a real state agent and claims that anyone who wants to rent needs to pay the agent fee (1 month rent) to him. Now, I found someone that wants to rent the apt, and I did all the work, but now that he needs to speak with the representative, he wants to charge his commission…is that ok to do?
I argued that since he didn’t do the work and the renter came though me, there shouldn’t be any fee.

Answer:

If he did not do any work as an agent, did not provide any service in any way, he is not entitled to any agent’s fee.
