Dear Rav,

Is there any halachic concern that growing a boy’s hair until his Upsherin/Chalaka is prohibited due to the issurim of lo tilbash/chukat hagoyim?

Answer:

No, being that this is a Jewish custom and commonly practiced on boys, it is not considered feminine in nature for a young child to have long hair. It is also not copying any non Jewish custom, and hence no problem of Chukat Hagoyim.
